Commercial EICR Requirements for UK Premises

A commercial EICR is not simply a certificate to file away before the next audit. It is a structured assessment of whether an electrical installation remains safe for continued use and can identify developing defects before they result in disruption, equipment damage or injury. Understanding commercial EICR requirements helps dutyholders plan inspections appropriately, budget for remedial works and demonstrate that electrical safety is being managed responsibly.

An EICR should always be carried out by a competent person with the appropriate knowledge, experience and equipment. Selecting an electrical contractor that is independently assessed through a recognised certification body, such as NICEIC, provides additional confidence that the inspection is being undertaken in accordance with BS 7671 and recognised industry standards. Following completion of the inspection, the findings are documented within the Electrical Installation Condition Report, enabling dutyholders to make informed decisions regarding any remedial works or ongoing maintenance.

For facilities managers, landlords, managing agents and business owners, the key point is that electrical compliance is risk-based. The age of the installation is only one factor; consideration must also be given to the environment, the type of equipment connected, previous alterations, maintenance history and how heavily the building is used. By adopting a proactive approach to inspection and maintenance, organisations can reduce risk, improve reliability, demonstrate due diligence and help satisfy their legal responsibilities under health and safety legislation.

What are commercial EICR requirements?

An Electrical Installation Condition Report, or EICR, is the formal report produced following the periodic inspection and testing of a fixed electrical installation. This includes items such as distribution boards, protective devices, fixed wiring, socket outlets, lighting circuits, isolators and earthing arrangements. It does not replace portable appliance testing, which covers plug-in equipment rather than the building’s fixed wiring.

In Great Britain, the Electricity at Work Regulations 1989 require electrical systems to be constructed and maintained so far as is reasonably practicable to prevent danger. The regulations do not prescribe one universal EICR frequency for every commercial property. Instead, the person responsible for the premises must ensure that inspection and maintenance are suitable for the risks present.

An EICR completed in accordance with BS 7671, the IET Wiring Regulations, is widely recognised as the practical method of evidencing the condition of an installation. It gives the dutyholder a clear record of observations, limitations, test results and recommended actions.

For occupied commercial buildings, responsibility may sit with the employer, building owner, commercial landlord, managing agent or facilities management provider. Lease terms can affect who arranges and pays for the work, but they do not remove the underlying duty to maintain safe electrical systems. Clear responsibility should be agreed rather than assumed.

How often should a commercial EICR be carried out?

The recommended interval depends on the building and its use. As a general guide, many commercial premises such as offices are inspected every five years, while industrial sites may require inspection every three years because of heavier use, machinery, dust, moisture or a greater risk of damage. Some environments, including leisure facilities and certain public-facing premises, may also justify shorter intervals.

These periods are starting points, not automatic rules. A recently refurbished office with a well-documented maintenance history presents a different risk profile from an older mixed-use building with repeated tenant alterations. Likewise, a school, healthcare site or industrial facility may need a more carefully phased approach to protect critical operations and minimise disruption.

An inspector may recommend the date of the next inspection on the EICR. That recommendation should be considered alongside factors such as:

  • changes in occupancy, use or operational hours
  • water, heat, vibration, dust or corrosive conditions
  • additions to electrical load, including EV chargers, air conditioning or specialist equipment
  • recurring faults, nuisance tripping or evidence of overheating
  • the condition of previous reports and outstanding remedial works

Insurance policies, client specifications, local authority requirements and lease obligations can also set more frequent inspection expectations. Where these apply, they should be incorporated into the site’s planned maintenance programme.

What happens during an EICR?

A competent electrical contractor begins by reviewing the installation, available drawings, previous reports and any known issues. The inspection then combines visual checks with electrical testing. Engineers assess the condition of containment and accessories, the adequacy of earthing and bonding, the suitability of protective devices, circuit identification, signs of damage or overheating, and whether the installation remains appropriate for its present use.

Testing may include continuity, insulation resistance, polarity, earth fault loop impedance and residual current device performance. The exact scope depends on the installation and agreed limitations. For example, testing a live distribution system can require planned isolation or carefully managed out-of-hours working. In a healthcare facility, data centre or continuously occupied building, the testing strategy must be designed around operational continuity rather than treated as a routine visit.

A properly planned EICR should therefore start before engineers arrive on site. Relevant stakeholders need to know which areas are being accessed, whether circuits will be isolated, who can authorise shutdowns and how any vulnerable occupants or critical services will be protected.

Understanding EICR observation codes

The report records observations using the standard classification codes defined within BS 7671. These codes assist the dutyholder in understanding the significance of each observation and the priority for any remedial action.

A Code C1 observation indicates that danger is present and there is an immediate risk of injury. Immediate action is required to remove the danger.

A Code C2 observation identifies a potentially dangerous condition that requires urgent remedial work to prevent the risk of injury.

An FI (Further Investigation) classification is used where the inspector cannot determine the safety or condition of part of the installation without additional investigation. Although an FI does not automatically render the report unsatisfactory under BS 7671:2018+A4:2026, the recommended investigation should be carried out without undue delay to establish whether any dangerous or potentially dangerous condition exists.

A report containing one or more C1 or C2 observations will be recorded as Unsatisfactory. An unsatisfactory outcome indicates that dangerous or potentially dangerous conditions have been identified requiring prompt remedial action. The response should be proportionate to the nature of the defect, the level of risk and the area of the installation affected.

A Code C3 observation indicates that improvement is recommended. Whilst the installation does not fully reflect the current requirements of BS 7671, the observation does not present a level of risk that would render the report unsatisfactory. C3 observations should be considered as part of planned maintenance and future asset improvement programmes.

Why remedial work and certification matter

An unsatisfactory EICR is only the beginning of the corrective process. The dutyholder should review the observations, prioritise any immediate risk and obtain a clear remedial proposal that explains the scope of work, access needs, proposed shutdowns and certification to be supplied.

Not every observation needs a large-scale replacement project. Some issues can be corrected quickly, such as damaged accessories, missing blanks, poor circuit labelling or unsuitable connections. Others may point to wider concerns, including inadequate distribution capacity, ageing switchgear, insufficient RCD protection or deteriorated cabling. The right response depends on the test results, the building’s operational demands and whether future changes are planned.

Once remedial works are complete, the contractor should provide appropriate electrical certification or confirmation that the EICR observations have been addressed. Keep this information with the original report, alongside any photographs, distribution schedules and maintenance records. This creates an auditable compliance trail and avoids the common problem of the same defect appearing again on the next inspection because nobody can verify what was completed.

Planning an EICR without unnecessary disruption

The most effective commercial EICR programmes are coordinated with the building’s operations. A survey of distribution arrangements and critical loads can identify where isolation is possible and where temporary measures, phased testing or out-of-hours attendance may be needed.

For multi-let properties, managing agents should communicate early with tenants about access and any local shutdowns. For schools, healthcare settings and industrial premises, inspection windows may need to align with holidays, planned downtime or lower-risk operating periods. It is also sensible to combine EICRs with related compliance activities where practical, such as emergency lighting testing, thermal imaging or planned electrical maintenance. This can reduce repeat access requirements while providing a clearer overall view of electrical risk.

The lowest initial quote is not always the lowest operational cost. A report that is vague, heavily limited or based on insufficient sampling may create uncertainty rather than resolve it. A competent contractor should define the inspection scope, explain any limitations before work starts and provide a report that allows decision-makers to act with confidence.

Choosing a competent contractor

Commercial installations often have more complex distribution, higher fault levels and greater consequences of unplanned downtime than domestic properties. The contractor should have appropriate competence, experience of comparable premises and the ability to manage inspection, testing and remedial works safely. NICEIC Approved Contractor status is one useful indicator of assessed technical competence, although site-specific experience and clear project planning remain equally valuable.
